Default Passenger Seatbelt Locked

A close friend has a 2004 Chrysler Sebring which was in a wreck recently & the airbags deployed. She has had the vehicle repaired but when she picked the car up from the facilty she didn't realize the passenger side seatbelt is locked so any passengers have to ride in the back seat! Friday, I pulled the entire mechanism, for her, & could see no reset. The guy at the shop told her she would have to purchase another seatbelt assembly? Is this as simple as a fuse & which one? Is there a reset? Without a service manual, I'm lost. With3 kids, she is on a tight budget. Thanks.

sorry he is right no fuse no reset been in a wreck the ball has locked it up new assembly
