Shifter not moving???????
#2
Non-specific answer here for your model, but in general the brake pedal must be depressed in order to unlock the shifter. My '97 Sebring takes a considerable depression. It could be a problem with that interlock, or you may just need to press a bit harder on the brake.

Sometimes, with a column shift, if the wheels are not straight, the steering wheel presses up against the shift lock and makes it impossible to shift out of Park. Merely turning the wheel a little bit can relieve the situation and allow the lever to shift.
