water in my water tank boiling/bubbleing

Oh and no he did not pressure test it he just put water in it, Also it is a 2.5 V6 had to go outside and look really quick

that tube would be the cross over pipe that goes from the water pump to the other side driver side where it is split into the 2 different hoses.
