Default 3rd row seat belt

I have a 07 chrysler aspen 5.7 with hemi limited.

The 3rd row seat belt, the one that comes from the roof to belt the centerperson in the 3rd row. Does not work it is stuck. How do I remove it to installa new one? Also does anyone know the part# for a new one the color I need istan.
