P 0700 code

i replaced my battery about 2 weeks ago and now I'm having issues with my transmission not shifting after finding out my rack & pinion needs to be replaced. any chance any of this is related to using a weak battery?

p700 is a generic code to tell you that you need a batter scanner to see what the codes are in the transmission computer and no a rack issue and trans issue are not related,
