P0340 Camshaft Position sensor circuit

Default P0340 Camshaft Position sensor circuit

After riding through some deep snow I got a P0340 code. Once the car is warmed up and running for a while it will hesitate/surge when shifting into the next gear.
Does that sound like a camshaft position sesor will fix it or do I have another issue? I searched the forums and seen someone mention a certain transmission sensor that could cause the problem. What would that be?

Vehicle Speed sensor.
Could that be the issue? That seems more likely to have been effected by the deep snow I went through.
