P0420??
I had this problem and everyone told me to replace the converter it didn't make sense especially when the vehicle only had 45K miles on it at the time. And the O2 sensors tested good. I got under the vehicle one day and found the wiring harness that leads to the O2 sensor was pulled and damaged. I redid the wiring and the code went away.
Can you tell us where the wire was shorted?
Maybe I should add to this.
First thing you check when you have a code is the wiring/fuses/relays, circuits.
Before I read anything, I was just under my Pacifica for 2 min in the dark with phone flashlight and I cleaned the connector.
The question is where the wiring is bad, if it's bad.
A few months ago I fixed radiator fans not turning on.
Person on this forum said it was grey connector behind headlight.
It was grey connector under the fuse box.
Kind of sort of behind the headlight, but not really at all.
Took me two weeks to find and another week to realize that I already found the problem.
So again, first thing you do with a code is check the wiring.
You need some knowledge or access to a forum with people who have electrical knowledge, so most cars are out of luck.
Like you stated, cost time and tape.
The next thing I do is use o2 spacer, to see if it fixes the code; no way would I ever or have I ever bought a catalytic converter.
The spacer always fixed the code for me.
Except for that time I bought a Passat with no bungholes or o2 sensor or wiring to the rear o2 senors and build an o2 sensor simulator.
Doesn't work for Passat BTW. Well the 350z one I made.

Had a BMW one time.
Starters kept failing.
That's why the guy sold it to me.
Wasn't the starters fault.
Something was wrong with the wiring at the starter.
How did I know?
Measured the wires at the starter.
What did all the 30+ year BMW mechanics tell me?
Ignition switch.
Wasn't the switch.
How did I know?
Because I measured the wires at the starter.
I knew basic electronics, most mechanics don't.
Few days later, a guy on a forum, told me there was a hidden relay in the kick panel.
Took it out.
Cost $160 to replace at BMW dealer.
Paid $1500 for the car.
So I took it apart.
Replaced bad cap ($.02) in relay and kept driving.
Best car I ever owned.
