Default passenger low beam out

Hi all. new member here. i have an 07 touring that has had many issues. most have been resolved, but i do have the pasenger side low beam headlight out. i replaced the bulb to no avail. the high beams work fine. i voltage tested the connector and found the high beam to chassis gnd was 12.8vdc while the low beam to gnd was only 6.4vdc. has anyone ever had this happen? my research has led me to the TIPM (fuse box) connector C5 and C7. any help would be appreciated.

The older Pacs (including my 05) had a factory recall on the wiring. When new, my Pac's headlights went out, a quick trip to the dealer got the beams back on with the help of some upgraded wires. Would think that recall was fixed by 2007.

The headlights are switched by the Integrated Power Module via solid state drivers. Perhaps the IPM is the issue? Wiring for the 2005-06 can be found here..
