Default Starter not crankin'????

I have had this problem here and there with my starting not cranking or even clicking. I think either there is a relay or my key is not being recognized. This is what happens, I get in my car and turn the key and everything works, such as the dash lights and everything else but when I turn the key to crank the engine nothing happens, not even a click. So I just keep turning the key and turning the key over and over again and eventually it will start but yesterday it did it again and I just kicked the plastic under the steering column and it worked right away. Is there a repay under the dash or somethat that has to do with the starter under there? Or has anyone else had this problem and fixed it?
