timing belt tensioner question

Default timing belt tensioner question

ok being no one happens to know if the timing marks i asked about were good or not, what about this one. the tensioner. when i removed it it was sticking out about 1/4" to maybe 3/8" i compressed it slowly and for testing i let it extend out again, just to see if it would extend outmore, it didn't. anyway i compressed it and pinned it and reinstalled it but now it seems that is has not put the pressure on the tensioner so to get the timing marks aligned. this may be the issue but before i just toss a part in there i ask. it may be correct and the timing i see is normal.
