Default Throttle body Idle Air Port sealed or covered

Hello, I recently purchased a 2001 Pt Cruiser for my son and it stalls very often I uninstalled the throttle body for cleaning and noticed that the Idle Air Port has epoxy covering it, please can anyone tell me if this is ok?

Let's see here. The engineers who designed this thing, tested it for years and who get paid to be responsible for it working properly apparently thought it would be a good idea to have an opening there.

Some unknown prior owner or mechanic thought it would be a good idea to plug up that opening.

The car doesn't work right.

Hmmmmm.....

I think you can draw your own conclusions.
