06 T&C, rubbing noise while turning the steering wheel

Default 06 T&C, rubbing noise while turning the steering wheel

It seems to do it more in colder weather. It sounds like rubber rubbing, almost like a fart (no joke). It's not metal and it doesn't sound like grinding. When it does the rubbing, I can feel it in the pedals. There's plenty of power steering fluid in there as well. Any ideas what it could be? Somebody said maybe the rack and pinion, but based on the signs of a bad one on this site Signs of a Bad Steering Rack and Pinion | eHow, it's not having any of these problems. It turns fine, wheel returns to the standard position after the turn, no alignments problems, or grinding noise. Just the rubbing noise.

Is the power steering drive belt in good condition and not loose.

I'm not sure, is that something I can check myself? What should I look for?

Need to go underneath front end and pump pulley is inline with the cambelt, right hand side of engine looking from drivers seat. (If right hand drive that is). Should be a schematic of belts somewhere.
