P.brake : There is a small slot cover with a small rubber thing in lower part on (chrysler call it adapter) I call it dust shield . Take a small screw driver and turn screw . You need to lift the wheel from ground to be able turn wheel as you adjust the brake shoe.
If it more then 2 years sins last service on rear brakes you might as well take it all apart . It's full of rust and debrie from brake lining.
The lever where cable is attach could also be stuck a blow torch and WD40 and it will be like new again.
Hi
Bulbs - checked!! OK - fuse M2 and M4 - checked OK!
I don't have IV voyager as you described the setup of parking brake - I have V gen with parking brake operated by brake caliper not brake shoes inside the disc---

actualy it's strait forward like on VW .
there is no adjustment .
fail can be stuck cable , leaver on caliber or piston.
Leaver must move freely and return to zero.
Piston can be stuck and you need to take the caliber appart.
Rusty cable ...... well don't think so.
Rear fog light. I will try finde a solution.
