2010 T&C 3.8 Dealer Stated To Many Key Programmin Attempts

A family member of mine purchased a 2010 Chrysler Town & Country with 3.8. The used car lot had stated they could provide a second key for them, but instead gave it back stating that it couldn't be done. When they brought it to a Chrysler dealership, the dealership stated that the max number of attempts to program another key had been reached and they were not able to program another key for them. To fix the issue, a new part was needed in order to have more than one key again. The dealership quoted a 500 + repair bill for the problem.
My question, is it the key receiver that has had to many programming attempts, or is it the ECU that is the issue?
