AC and Defogger problems

AC and Defogger problems
T and C 2002 3 zone, NO ATC
It started with the AC only working on high only, I did that for a about a month (other modes we're working fine) then one day the blower stopped working altogether. I went and got a new resistor, cabin filter and a blower motor. All worked fine for about 3 days. And now when you put the AC or the front Defogger on the wipers front and rear stopped working, and both front cigarette lighters stop working. The Defogger and AC modes both Cycles on and off about every 15 minutes. 15 minutes off, and then 5 seconds on, in either mode. Needless to say I checked AC clutch and it was working (I looked from under the van) even though you could hear the blower stopped working and start again. It was then I took the fuse out from(fuse box near battery) for the AC clutch and everything works just fine. Just no AC or dry Defogger air to the windshield.
