Buzzing sound when lights on.

Buzzing sound when lights on.
I have Voyager 2000 2.5 TD.When I turn the lights on, I can hear a buzzing sound from behind the dash ,this noise can still be heard when I removed the radio.Can anyone please point me in the right direction to start looking.
