Default Cold Starting Difficulty - Grand Voyager CRD 2007

Cold Starting is difficult. The colder it gets the longer it takes to start. Warm starting is always like normal. Suspect glow plugs defective or not working at all. Please advise how to test this kind of problem, including possible relay issues, etc. EGR code P 0402 is also lighting up with no sign of degraded performance, idle or other problems; except that fuel consumption seems a bit high at 21 MPG (UK) with light throttle, light traffic driving around town.

there is a square plug on top of the triangular plate above the alternator which is where the glowplug wiring connects to, a lot easier to test there than trying to get to the plugs themselves.
