Default cruise control not working

Hi, i have a 98 2litre petrol voyager and the cruise control does not work (only just bought the car)
Press the button on the steering wheel and the dash light comes on to say cruise on but when i try to set it,Nothing happens.
I have'nt got a book but on previous cars i have had you just turn it on and set it
Am i missing something?
