Fuel issue 96 town and country

Default Fuel issue 96 town and country

Well, I am helping one of my wifes coworkers with her car trouble. Shes a single mom and broke. She drives a 1996 town and country,3.8 liter. She had the fuel pump replaced by a shadetree type mechanic. It worked fine for a while,but now has problems starting. I looked at it earlier today. I had to turn the ignittion on and off a few times to build fuel pressure. I am thinking pressure regulator. In the haynes manual,it shows it attached to the fuel pump in the tank.
Heres my questions.
1. when you buy a new fuel pump,does it come with a new regulator?
2. Is it probable that the regulator is the issue?
3. If this is the problem,are there any secrets to changing it? Like tricks to make it easier.
4. Should I attempt this? I am a jet mechanic,so mechanical things come natural. But I am not an auto mechanic. I know how to do most anything,but dont enjoy it enough to do it.
