Default Fuel Line

Hi, I have a Chrylser Voyager 2.5TD 1999 Manual and while I had the bonnet up I noticed the a pipe was rubbing against the alternater, I have now moved the pipe and it doesn`t seem to be leaking but there is a big grove in the pipe, I traced the pipe and its the pipe from the fuel filter to the engine.

Would anyone know what size the pipe is? I searched halfords website and they sale various sizes,

Also is the pipe under pressure? is there any procedure to remove the pipe to save getting air locked, or deisel everywhere.
(its just connected with jubilee clips both sides)

Anyone?, I had a quick measure today and the inside is 8.3mm and outside is 13mm, does this sound about right. Is this what I should ask for when I go to buy a fuel line later
