Just came across this thread and am wondering if the cause was found?
P1130, according to Chrysler, should be either:
P1130-FUEL RAIL PRESSURE MALFUNCTION LEAKAGE DETECTED (The ECM detects the flow of fuel is greater than 6000 mm3/sec at idle.)
P1130-FUEL RAIL PRESSURE MALFUNCTION PRESSURE TOO HIGH-SHUT OFF (The fuel rail pressure sensor indicates fuel pressure above 1450 BAR (21,000 PSI) with the engine running.)
P1130-FUEL RAIL PRESSURE MALFUNCTION PRESSURE TOO LOW (The ECM determines that the fuel rail pressure is too low for a given engine speed.
P1130-FUEL RAIL PRESSURE MALFUNCTION SOLENOID OPEN (The ECM detects a higher rate of fuel pressure than the target pressure.)

Possible Causes being:
FUEL INJECTORS
FUEL PRESSURE SOLENOID
FUEL PUMP
FUEL SYSTEM CONTAMINATION
FUEL SYSTEM LEAK

But if you think about it, you initially measured mileage by distance per tank-full so it would appear the fuel is going somewhere, i.e. through the engine - or leaking, which would be quite obvious by the smell. You need, I think, to first check injectors - as the fuel seems to be getting burned or at least it seems to be going through the engine. So the question becomes why? But that means getting going to a competent shop, and there are very, very few of those. I think I went to about 5 who were all happy to charge me, but it was only the 6th who actually knew what they were doing...Swadlincote Diesel. 8 out of 10 times it's a broken wire in the harness , it's very common to the diesels or a bad conection on the rear of the fuse box.

I would look on the engine wire harness right below battery box where the harness route from chassie to gearbox/engine.

If not check the numbers then engine is running.
1 rail pressure value
2 prop valve value

manny times the P-code is just a wilde guess actual value is true reading.
