How to replace 2001 T&C Fog Lamp Assembly?

How to replace 2001 T&C Fog Lamp Assembly?
I cracked my original one by hitting a rock. I got an OEM one to replace it, but can't seem to find an easy access to get to the cracked one out.
Do you have to take the bumper off?
Or the cover to the inside of the wheel well?
Would it make sense to take the wheel/tire off also?
Any help out there?
