Default Windshield wipers don't fully retract

When I turn off the (front) windshield wipers on my '97 T&C, they do not fully retract to the "closed" position, but instead remain about 1/4 of the way "up". Initially, I thought that the wiper arms weren't adjusted properly, but then I noticed that when I turn them on, the wipers retract to the correct "starting" position as part of the motion (i.e. the range of motion of the wipers seems to be appropriate). Then I thought that I needed careful "timing" with the wiper switch (i.e. turn off the switch when at or near the lowest point). This was of no help, as they still moved back to the same "wrong" position.

Is there any way to adjust the "off" position of the wipers? It almost seems like they're simply programmed to go to the wrong spot when the switch is turned off.

more then likely the park switch inside the motor is bad. There should be a code in the body computer for that issue.
