I used to have that problem with my 1967 MGB. You could get it going if you stuck your finger in the starter gear and wiggled it. Probably not practical on a Pacifica, though. It could be a lube problem with the Bendix, but first I would suspect a weak battery. If it works with a jump from a good battery, then I would definitely think about replacing the battery. If not, then I would check all the electrical connections leading to the starter for looseness or corrosion.

The Bendix engages mechanically when the starter is energized. If the starter spins without being engaged, then it's a problem with the Bendix sticking, probably due to lack of lubrication. Was the car driven through any deep water? That could cause a problem like that. Was there a warranty on that replacement starter? If so, take it back. If not, go elsewhere.
