96 Sebring Conv. IDLE keeps inclining upon start

Default 96 Sebring Conv. IDLE keeps inclining upon start

I just put a new engine into this car. Everything seems fine.. all components were transfered to the new engine. But when I go ahead and start it.. It just keep gradually going up with rpm's I would have to turn it off before redlining. The cars batt was dead for a while.. Someone told me the CPU might have to be reprogrammed.. but I don't know if that is the proble. Could it be a sensor bad... or would it deffinitly need new programming?

You know your stuff! Thank you very much.. I checked all my connections and hoses again. I found that there was a bent metal bracket underneath the intank.. it was causing it not to seal properly causing the leak..
