Blower won't shut off

Blower won't shut off
I have a 2001 Town and Country Van. The fan for the A/C/heater won't shut off. If I turn OFF the A/C system (power button), the fan gets louder, even when it's not supposed to be on at all. It seems like the fan is stuck on or something. Any clue? Thank you.
