Default I/M monitors, what are they, how to make them happy?

I have been struggling the last 9 months to satisfy the I/M monitors on my 2014 Dodge Grand Caravan (21,650 miles). All together I've put 1,200 miles on the clock driving the cycles for the soul purpose of getting all the monitors to go Ready for passing the states smog test. It has never thrown a code and van runs great. Originally the problem was the O2 Sensor monitor and EGR monitor were Not Ready after replacing the battery. After driving the first 350 miles I had the O2s sensors replaced (oem parts). Around 300 miles later I had the PCM and TIMP replaced. Another 350 miles later and those two monitors are still Not Ready. After that, the original PCM and TIPM was put back in the van and then the original PCM was flashed with latest 68206610ak calibration. Since then I have driven 200 miles now and all the monitors are Ready except the O2 sensor monitors.

I think I have narrowed it down why the O2 is not ready but don't know what to do about it

Looking at my Mode $06 data there are 6 tests that have not run.

- O2 Bank 1 Sensor 2 Slow Response Rich to Lean Result
Test incomplete or dependant test failed

- O2 Bank 1 Sensor 2 Signal Biased Rich Mass Flow Result

- O2 Bank 1 Sensor 2 Signal Biased Rich Voltage Result

MID:$06 TID:$81
- O2 Bank 2 Sensor 2 Slow Response Rich to Lean Result
Test incomplete or dependant test failed

MID:$06 TID:$82
- O2 Bank 2 Sensor 2 Signal Biased Rich Mass Flow Result
Test incomplete or dependant test failed

MID:$06 TID:$83
- O2 Bank 2 Sensor 2 Signal Biased Rich Voltage Result

I was told I probably need another PCM because the Caslyst monitor passes but not the O2 and these two run and pass at the same time. Or reset and try again.

Anyone with knowledge what specific criteria is needed for the MID$02/$06: TID$81, TID$82 and TID$83 to run? Stop and Go or Highway speeds driving?

Any advice is appreciated.

I have also looked at the Adaptive fuel Cells and this is what the are.
