Default Chrysler delta 1.6 diesel oil filter drain pipe

Hi,
I'm new to the forum so please accept my apologies if I have put this in the wrong place etc.
I'm in a desperate situation with our Chrysler delta.
Having just completed an oil change and filter change, I started the car and basically dumped all the oil on the road!!!.
When looking underneath with someone giving it a very quick crank, the oil is pouring out of a small narrowish plastic pipe directly under the oil filter body.
I assume this is the filter drain pipe but it doesn't have a cap on it and I've looked everywhere under the car to see if it was blown off during turnover but cant find anything that looks even like it should have been on there.
Can anyone tell me if there should be a cap on there or if not, have I possibly installed the filter incorrectly and caused this.
The car was running perfectly before changing the filter so I can only assume I've dislodged something or put something back together wrong.
I didn't actually notice the pipe when taking out the old filter so have no idea if there was anything there before ( my bad as I'm usually much more careful).
I know the filter needs to be set to a specific torque, but I cant get a torque wrench into it.
What would normally have been a simple job has now become a disaster!!!!.
Any advice anyone can offer would be very, very gratefully received.

I have no familiarity with your Chrysler Delta, but I would remove the oil filter and inspect it carefully, to make sure there is a proper gasket on it and that the gasket is properly in place. You should always lubricate the gasket with CLEAN oil before installing the filter. Lubricate the gasket to make sure it doesn't deform when tightening the filter. Use clean oil to make it easier to remove next time you change the filter. Also, inspect the filter mount to be sure the old gasket from the previous filter didn't stay there. I've never heard of a "filter drain pipe". You may just be seeing oil dripping off that tube after having been sprayed onto it.
Hand tightening the new filter without a wrench is usually sufficient. Using a wrench risks damaging the filter or gasket.

Since the car is built by Lancia, there may be a Lancia forum somewhere with more specific information about your vehicle. Good Luck.

Thankyou for the reply, unfortunately its not a drip, it actually pumped out about 2 litres of oil in about 20 seconds. I think I may have over tightened it or its possibly the wrong cartridge so will be stripping it out again tomorrow and starting from scratch.
Thanks Again and Best Regards
Lee
