Default 1978 chrysler newport - Do i need my catalytic converter

My catalytic converter has been causing issues for a while.
My simple question is do I need the catalytic converter to pass emissions in Pennsylvania since its newer than a 1975.
I need to cut it off regardless, but I wanted to straight pipe it since I have been told I dont need it.

As far as I can tell, it is only legal if i register as a classic car and get the proper plates. But i don't really want it to be registered as such.

Any info is greatly appreciated

I have a 78 LaBaron in CA and it has one.
