I had a similar problem last year...it ended up being a bad battery.

I'm having a similar problem. 98 Concorde LXI with ATC. Auto works fine when used. The system regulates itself and fan speed is variable. When I turn the **** it switches to manual on the head unit display and the dash fan turns off but the defrost blower kicks in and the speed goes to kind of a medium speed. The air is just outside air. Doesn't matter where I turn the fan speed **** to it results the same each time. It won't shut off either. I press off and the display goes away but the fans start blowing from the back like when it goes to manual. I pulled the fuses for it the other day just to get a break from the noise of it and it's still doing it. Ran the diagnostics by holding the three buttons down but didn't get an error code.

I got some error codes last time I checked my ATC diagnostics. 36 and 26. I'm guessing the head unit is on the way out.
