Default 05 Sebring 2.7L battery drain from ignition switch

Hello everyone, I have 05 Sebring 2.7L Sedan with battery drain problem. I did the current test, and it showed 0.08A with IOD disconnected. I disconnected each fuse, and finally found it was the fuse #1 (ignition switch) under the hood. Every time when I put this fuse back in, the doors unlocked and I can hear something was powered, is it normal?

any thoughts are appreciated, thanks
