Does anyone know why only half of the snorkel on the original airbox is open?

The snorkel has two individual scoops, but only one is actually open... the center-most scoop is completely closed, even though it is shaped the same and in a similar position as the open scoop that is closer to the headlight.

Why is one closed and the other open?
