Does anyone know why only half of the snorkel on the original airbox is open?

The snorkel has two individual scoops, but only one is actually open... the center-most scoop is completely closed, even though it is shaped the same and in a similar position as the open scoop that is closer to the headlight.

Why is one closed and the other open?

 

Someone brought this up on the Avenger forums the other day, so I decided "screw it"... and I am currently waiting for the dremel to charge.
