98 Sebring Seatbelt will not retract

Default 98 Sebring Seatbelt will not retract
I have a 1998 sebring convertible. The passenger side seatbelt will not retract (drive side is okay). Any suggestions on how to fix this or do I need to replace the entire seat?? I have seen posts on "stuck" seatbelts - but not on seatbelts that are fully extented.

You can replace the belt and retractor by removing the cover from the seat. This is best left to trained professionals.
