Default belt tension, pulley question

Greetingsall, I am new to this forum. I have a2002 Sebring LX4 door sedan coupe w/ a 2.4L engine. How do I release thebelt tension pulley for the alternator, p/sbelt? Also does the pulley for the A/C belt loosen the same way?
When I start the engine it has power, then when it runs 15 almost minutes it lacks power. I think the driving belt has not the right tension.

2.0L/2.4L AIR CONDITIONING COMPRESSOR/GENERATOR BELT [ol][*]Raise vehicle on hoist.[*]Remove right front wheel and belt splash shield.[*]Insert a 3/8” drive breaker bar into the square opening of the belt tensioner pivot bracket. CAUTION: Avoid excessive force to over compress belt tensioner. This may result in damage to the belt tensioner.[*]Gently apply a force to rotate belt tensioner clockwise until the belt tensioner bottoms out and the belt can be removed from pulleys (Accessory Drive Belt Tensioner - 2.0L) or (Accessory Drive Belt Tensioner - 2.4L).[*]Remove belt.[*]Gently release tensioner. [/ol] POWER STEERING PUMP BELT [ol][*]Raise vehicle on hoist.[*]Remove right front wheel and belt splash shield.[*]Remove air conditioning compressor/generator belt.[*]Loosen pivot bolt and locking bolt/nut.[*]Release tension on belt by moving pump assembly inward towards engine.[*]Remove belt.[/ol]

Thanks, I followed what you said. Im change both driving belts and the noise is still there. It sounds like a compressorpump and the noise is around the timing belt. My mechanic said it is the timing belt or the tensioner pulley. My car is about 55,000 miles and I don´t know if the last owner changed this belt. Besides, the power of the engine is less after 30 minutes running and it knocks when I push the accelerator.
