A power inverter is a device to convert direct current (like in a car) to alternating current (like in your house). They are commonly available as plug in accessories for your car. You plug one in to your cigarette lighter outlet and you can run a small appliance like a laptop computer off of them.
I don't believe Chrysler offered such a device either as standard equipment or an option in the 2001 Sebring. If that's your problem, it's an aftermarket product.
I'm beginning to suspect you are getting bad advice from your electrician or something is not translating correctly here.

The problem is in the instrument cluster. There is an inverter that switches 12V DC to 100V AC to power the fluorescent backlight of the gauges. The inverter is mounted on the back of the gauges, underneath the printed circuit board.

If it's available, you should find it at chryslerparts.net. If not, you'll probably need to replace the whole instrument cluster, which complicates things in terms of the odometer reading.
If you search the web, you might find places who specialize in repairing instrument clusters. I have seen references to them, but have never dealt with any of them.
