I can't tell you much about that type of system specifically but I would like to know who the lienholder is so that I make absolutely sure I DON'T deal with them.

It's one thing to put something like that in the car and tell the purchaser/leasee about it, it's a whole 'nuther thing to just put it in there for someone to discover.
