Strut tower rust
Ok.. is there anywhere I can find replacement strut towers? My passenger side is pretty rusted but not unsafe thankfully. But I'd like to fix this before it gets worse.

You'll only find something like that in a junkyard. You'll have to cut out the old part and weld it into place. The car is unitized construction so it's not going to be able to be bolted in. The coupe is not the same as the sedan/convertible. You might be able to get what you need from a Sebring, Dodge Stratus or Mitsubishi Eclipse coupe from 2001 through 2006. Good luck.

Yeah, that is very far gone. Even if you replace the metal on the strut tower, you should still try to find how your strut tower got rusted in the first place. You could have a leak ieak that allowed water to get in there and make the strut tower rust. Most likely it is going to be near the strut tower that is rust. Also, is your other strut tower rusted?

In the US, each state has different rules for inspections. Many states require no inspections, some states inspect only for faulty emissions equipment. Not sure whether "rust" is an inspection point anywhere. The car is 17 years old. In some states, cars that old are exempt from inspections figuring that if you can't afford to drive anything better than that, you aren't going to fix it if it doesn't pass inspection.
