Hood latch does not return to shut/lock hood

Hood latch does not return to shut/lock hood
When I pull the unlock latch (under dash) to unlock the hood, it unlocks. However, when I shut the hood, it may not latch. I have to push the unlock latch to the full shut position.
The unlock latch only returns to about 2/3 or 3/4 of the distance.
Questions:
Is there a spring under the dash to return the unlock latch?
Or is there one under the hood?
