Default Power window strange voltage readings

Im trying to fix my left rear power window, bought a new motor but the exisitng motor is ok. When I check the voltage at the wire going to the motor, on either wire I get 10 volts, when I actuate the switch for that circuit (up or down) I get 12 volts.
When I check the other working windows, I get 0 volts then 12 volts. Which is at it should be.

Anyone else ever see this? What is the fix? Wiring upstream?

one 12 one ground is what it should be
