Default Where are vehicle miles stored? Am I Seeing Odometer Tampering?

I recently got a new scan tool, a TopDon Phoenix Plus. I like the Topology and it does some additional features that my older X431 Mini did not, plus getting older I like the bigger screen.

Anyways, my buddy liked my Aspen so he was looking at one. We hooked the scan tool up to evaluate. The mileage came back at 259K-ish. The Odometer shows 149K-ish. Based on service records and history documented with the vehicle, I really don't think it has suffered some sort of odometer rollback, especially over 100K miles shaved away. There would have to be an enormous gap in records for that, years worth and there are not. The seller is not original owner and doesn't know how many before. We have not pulled a Carfax yet and probably won't spend the money because the rest of the truck is a No Go, having more rust issues than he wants to deal with. I thought maybe the scan tool might be doing KM but a Google conversion is not very close at, 259,000 Kilometers is roughly 161,000 miles.

Is it possible some module was changed with a salvage yard piece that contains something different than what the instrument cluster shows? What module or modules might keep track of vehicle miles?

To add another layer of confusion, I had the same scan tool hooked up to a Mini Cooper and the cluster miles and scan tool miles mis-matched by about 2000miles, 147K vs. 149K. The scan tool was higher and the last 3 digits are Not the same either. Is this common? Is odometer tampering common nowadays with electronic vs. mechanical odometers?

I am going to check more vehicles I have access to. I know of at least two in the family that we have owned since brand new and know there is no odd history with them.

I take a look at drove the new Alto 800 and observed that the speedometer is in disconnected condition and the engine warning lamp turned into usually on. Then one aspect is certain, no longer all motors which dealers take for show and for attractive clients are test drive motors however are cars to be bought to unsuspecting customers. Therefore constantly the date of arrival on the dealership of particular car decided on or shortlisted is to be ensured.

I solved the Aspen mileage concern. The ECM had been replaced with a salvage yard unit. When I looked deeper with the scantool, it shows "Current VIN#" and "Old VIN#" in the data. That ECM had a different VIN from the current Aspen. It had had the VIN reprogrammed to function but the mileage correction was not done in the salvage yard module. The Topdon offers a mileage correction for that module and it solved the discrepancy. To be clear, the Topdon does not change the displayed mileage in the cluster, just an option to match a used module with the vehicle.
