Default '04 No Brake Lights --> It's Not the Switch

History: I recently came into possession of this car as a freebie from family. It's had electrical problems for as long as I can remember (what, really?!). The previous owner would have to jump it if it sat longer than 36 hours without being run. It's spent much time at the dealership going through all kinds of tests and a few shorts were repaired by them. It was taken to an automotive electric specialist, and their short answer was to install a kill-switch because it would be cost-prohibitive to chase every wire and find where it was grounding out.

No kill-switch was installed, and manual battery disconnection is the current MO. Before today the last time it was driven was home from the electric shop over a month ago. Today, my wife calls to tell me there was no turn signals and no brake lights. The dummies at the shop didn't put a fuse back in it's right spot (#31, specifically) so that fixed the turn signal issue. But the brake lights are still no-go.

I DL'd the Tech Manual that another user graciously posted on this forum, and poured through a ridiculous amount of Google search results before I settled on the brake light switch as the likely culprit...

Thankfully, it only set me back $13 and some change because that did not resolve the issue. I'm looking for another direction to continue my quest. I recall something about resetting the IPM, would this help?

Thank you, Tech. In my haste and frustration I forgot to add that I checked all the fuses in the IPM with my meter just to be 100%. I also just realized I never tested the back-up lights during any of this.

I have 14V across the fuse and 12V at the switch connector.
