Default Mystery ground issues

Hi, new guy here with a couple questions. I just picked up a 2007 Cruiser, 2.4l non-turbo, auto trans. 85k miles. First question is are the right side lights, horn, and fuel pump/sender all on the same ground connection? I added separate grounds for the lights and horn and they work fine, I haven't had the chance to ground the fuel system or check for power yet. I did clean all the ground locations I could find first to no avail.
Next question, I found a black wire clipped to the inner fender well on the passenger side (clipped under a plastic access cover) that's not connected to anything, and I don't see where it might have come from. Any idea what this is for? might it be the source of my grounding problems?
