The terminal I touched is 86, is that the ground coming out of the PCM?

 

What could be my problem? I have power on 30 and 85 and 86 when the key is off. I jumped the sensor on the expansion valve , and have tested the pressure switch for 5 volts and jumped the terminal.

The pressure seņor has 5 volts and jumped it and it still doesn't kick on the sensor on expansion valve is good. I jumped it and it still doesnt turn until I probe the terminal with my test light. Does the ambient temp sensor have anything to do with the ac system?

The pressure transducer is not an ON/OFF switch. The resistance value is calculated by the PCM as a pressure value. So jumping scross it will do you no good. Yes, the ambient temp sensor comes into play. If the PCM thinks that it's 40 below zero (which I think is the open circuit value) it will not engage the clutch.
