Engine revs fluctuate in drive

with engine off, turn key from off to ignition five times in quick succession. do not turn engine. on last cycle, keep key at ignition. now watch for any error codes where you have the mileage counter. google the error codes you get.
possible causes:
1. camshaft and/or crankshaft sensors worn out - but NEW on ebay and replace.
2. one or more injectors not spraying evenly - replace with reconditioned one. it can be a real PITA to remove as they bed into the engine nice and hard.
3. check if turbo is leaking oil into intake thus affecting the fuel-air mix (driving revs up) and then the computer compensates (driving revs down, with low turbo releasing less oil into intake.)
There could be other causes, but these three are the top ones, i can think of.
