Exclamation Passenger floor cold air

I have a 2001 Chrysler T&C Limited. During the winter, cold air pores into the floor space of the passenger side front. I thought it might be the cabin filter cover, but that is closed up and isn't coming from there. It is coming from the far right side of the area and I can't figure why. It is also affecting the heat air. I can have the temperature turned up to 80-degrees in the back, driver's side or passenger. It doesn't matter whether the floor vents are open or closed. Cold air is always coming in from the far right foot area.

I'm not sure where to go from here. Anyone have ideas? Thank you in advance.
