Default Turn Signal Stays On

I have a 98 T&C. Occasionally, the left turn signal will stay on. The arm comes back up but the indicator light on the dash and the outside light stay lit, even after the car is turned off. I have tried jiggling the switch and turning the flashers on . It eventually goes off but it doesnt seem to be consistent enough to tell what does it.
The A/C compressor also whines. It works but just makes a noise. Can I replace a bearing without pulling it off? Is it a bearing or do I have to replace the clutch?
Thanks

Sounds like the switch, is the steering wheel centered?

Thanks Tech!

Is the relay the same as the flasher? Is there a way to test it?
Thanks again!
