Default Will not start.

Hi, I have a 2000 grand voyager and it will not start.
When I turn the ignition on I get 5 chimes and then it pauses for about 3 seconds and there is another chime. When I go to start the car the alarm set goes off and then comes back on again and it will not start.
I've checked all the fuses and put new batteries in the fob with no luck.
I can get it started by put ting a fuely rag on the air intake so I know it runs.
Hoping someone has a new suggestions for me.
Cheers Fraz
