Windshield wipers on my 1998 chrysler town and country will turn on. Go up but get stuck and won't park. This is accompanied by a buzzing sound for about 15 seconds. In order to get them to park i have to push them back down. Really sucks because I live in Oregon were it rains 8 months a year.
