Default Transmission maintenance

I have included an image of an addendum to the manual for my '99 Cirrus (acquired used). As you can see, it offers different conditions under which transmission fluid and filters should be changed.

I was under the impression that transmission fluid should be changed at regular intervals - period. This addendum suggests otherwise.

Can someone offer an explanation and/or recommendation?
