Default 08 tc starting issues

Hi there I'm new to this forum and looking for answers to a 08 Chrysler town and country with a 3.8l that I just bought, I was told it needed a starter for it to run again which I installed but it only gives a whirring humming noise when I turn the key to start it, it is a new starter so I thought maybe the engine was seized so I tried turning the engine by hand on the crank bolt but it won't budge. What is my problem?

If the engine won't budge, then it's very likely seized. Maybe somebody ran it out of oil or ran it while it was badly overheated. At this point, you probably are best off selling the car for parts. Replacing the engine would cost more than the car is worth. If you happen to have a functioning replacement engine laying around and have the tools and expertise to install it yourself, then you can probably get it running for cheap. Otherwise....
